Phase 5 builds county commercial hubs where county-level comparison adds real decision value. It does not publish 21 nearly identical county pages merely because New Jersey happens to have 21 counties.

The remaining counties are not automatically omitted forever. They simply have not been promoted to standalone commercial hubs in this phase. Future publication should require enough local demand, provider evidence, cost/payment information and distinct decision value to justify an indexable page.

A county hub gives smaller municipalities a meaningful parent resource. That lets us consolidate thin local intents instead of generating dozens of pages that differ mainly by place name and funnel visitors to the same assessment.
