Graph integrity rules
- Canonical pages are the nodes. We do not create duplicate pages just to manufacture links.
- Every contextual link should help a user move to a materially related next decision.
- Facilities link to location and decision context, not fabricated rankings.
- City pages link to qualified county hubs, not every neighboring municipality.
- Question pages link to the care/payment object they actually affect.
- Machine-readable graph and visible internal links must describe the same relationships.

Why this matters for AI search
A retrieval system should be able to tell that a verified facility belongs to a city and county, that the city has separate cost, memory-care and Medicaid decision objects, and that those objects connect to statewide care and payment concepts. That relationship structure is more useful than another hundred near-duplicate location pages.
