Local-page publish gate

A proposed city or county page should pass at least four of six signals: meaningful user demand, unique facility evidence, unique cost/payment evidence, distinct local decision factors, meaningful geographic relationships, and standalone usefulness without a CTA.

Duplicate-intent control

If two URLs would substantially answer the same user need, they should be consolidated. Keyword wording alone does not justify another page.

Thin-content control

There is no fixed word count used as a Google rule. Internal word-count thresholds only trigger manual review. A concise provider/entity page can be useful; a long templated location page can still be low-value.

Doorway control

Pages are not created merely to rank for a place-name variation and funnel visitors to the same assessment. Weak location intents should be merged into county or statewide hubs, kept out of the index until evidence improves, or not created at all.
